When a referee whistles twice

Lee Mason was responsible for confusion confounded when he blew the whistle to allow a Brighton free kick against West Brom and then blew it again just before the ball landed in the net.
Mason then said no goal,then said goal,then checked VAR and then said no goal again.
It will go down in the annals of refereeing as one of the things it is better for a referee not to do.
